The FirstNet Colorado program has stood up three working groups in support of detailed public safety broadband planning in the areas of business planning (governance, economics, regulatory, etc.), technical, and operational considerations. Since 2016, these groups meet regularly by phone/web to support research and development of all pertinent information that would support a comprehensive review of the FirstNet Request for Proposal (RFP), the future State Plan, a possible alternative Radio Access Network (RAN) plan, and any other information needed for the FirstNet Colorado Governing Body and Colorado's public safety stakeholders in making a comprehensive recommendation to the Governor in 2017. The FNC Business Plan Working Group (BPWG)
Made up of agency executives, elected officials, and other key decision makers statewide who are responsible for reviewing FirstNet governance, economic and other matters related to the National Public Safety Broadband Network (NPSBN), the State Plan and alternative RAN development.

The FNC Technical Working Group (TWG)
Made up of technical subject matter experts and other stakeholders statewide who are responsible for reviewing the FirstNet RFP, State Plan and other technical documentation related to National Public Safety Broadband Network (NPSBN) implementation and Alternative Radio Access Network (RAN) development.

The FNC Operational Working Group (OWG)
Made up of operational subject matter experts and other key stakeholders statewide who are responsible for understanding the operational benefits of the National Public Safety Broadband Network (NPSBN) and the technologies essential for pubic safety data sharing and communication.
